Environmental Compliance

Compliance support to synthetic fuels operation
Rentech Energy Technology Center, Inc. (Rentech) owns and plans to begin operations at their 3,750 barrel per year synthetic fuel manufacturing plant in Commerce City, Colorado. Rentech utilizes the Fischer-Tropsch process to convert feedstocks such as natural gas, coal, petroleum coke, or biomass into ultra-clean diesel, aviation fuels, and naphtha. This facility will serve as a research, testing, and demonstration center for the production process of synthetic fuels. ARS is providing continuing environmental compliance assistance to Rentech leading up to the start-up of their research facility. ARS' efforts have included filing construction permit applications and Air Pollutant Emission Notices, preparing related emission calculations, and completing the facility's Industrial Stormwater Pollution Prevention Plan, Spill Prevention Control and Countermeasure Plan, and Facility Response Plan.

Chemical Facility Anti-Terrorism Standards (CFATS)
The U.S. Department of Homeland Security released the Chemical Facility Anti-Terrorism Standards (CFATS) rule that imposes comprehensive federal security regulations for high-risk chemical facilities. The rule establishes risk-based performance standards, and requires chemical facilities to complete the Top Screen Report. The Department of Homeland Security intends to use this report to determine if a facility is a high risk chemical facility subject to CFATS requirements. In support of our ethanol and natural gas clients, ARS researched the process, then assisted our clients in registering their facilities and preparing the Top Screen Report.

Abengoa Bioenergy Corporation
ARS provides environmental permitting and compliance services at several locations for Abengoa Bioenergy Corporation, an ethanol producer. We provided services in Clean Air Act and Clean Water Act permitting, including air quality permit applications for new/modified plant construction (PSD, Title V, etc.) and stormwater and wastewater discharges under the National Pollutant Discharge Elimination System (NPDES). We also provide all technical analyses required to support these permit applications (emission calculations, modeling, etc.) and assist the client by interacting with the regulatory agency responsible for issuing the permit.

Colorado State University Facilities Management
ARS assists Colorado State University (CSU) with negotiating appropriate Title V permit conditions for boiler plant and pathological waste incinerator operations on campus. We reviewed upcoming medical and infectious waste regulations and advised CSU on potential compliance options. We prepared Title V operating permits to cover university air emissions and provided ongoing compliance assistance with respect to air permits. In addition, we provided water and stormwater compliance assistance with respect to main campus activities as well as off-campus university holdings (research laboratories, etc.).
